This is slightly off topic, but I do see people from time to time who get in to fights with medical licensing boards because they don't have a "kosher" enough immigration status. Usually the question is whether a license should be granted before a doctor can prove they're authorized to work in the state. Often a doctor is stuck waiting months extra for a license until the work visa comes through. I'm not sure what that has to do with whether a document is competent to practice medicine or how a community benefits from the delay. Here's a link to an article I wrote about the California case.
